Notice concerning
post 1898
Handguns
After meeting with the Connecticut State Police on Monday morning,
August 6th, 2007 a decision was made by the Show Committee and the
Board of Directors of the NEAAS to exclude all post 1898
Handguns from any further NEAAS Show.
In our meeting with the CT State Police, they made quite clear their
understanding of the laws regarding handguns in Connecticut. First, the
confusion about what constitutes "Retail" . . . the CSP
maintains that handguns (post 1898) on tables, with price tags, in
conjunction with an event open to the public is retail. An "out of
state" FFL dealer realizing he can only sell to licensed dealers and
collectors would under Connecticut State Law still be required to
obtain a Connecticut Handgun Carry Permit, and an individual Permit To
Sell from the City of Hartford. According to CSP, "an FFL does not give
the right to sell in this State, only to transport."
I'm sure that some of our dealers might be willing to obtain these
permits to sell at Hartford, but the big worry is that the CSP told us
that they will be monitoring the Show and that undercover police will
try to determine if any dealer would bend the rules to make an illegal
sale. Any illegal transactions will result in arrests. The show
committee and the NEAAS wish to avoid any problems for our dealers.
We were also informed again yesterday, that the new Chief of Police in
Hartford would not be persuaded to issue permits for selling handguns
in his City. So, even if we comply with the State Police and acquire
carry permits, we will still be unable to obtain the permit to sell
from the City.
Longarms made up to Pre-1946 are still allowed and in essence, for SHOW
purposes only, NEAAS is adopting the Baltimore Show rules:
- Longarms made up to Pre-1946.
- No Handguns made after 31 December, 1898.
Notice to all dealers with ANTIQUE handguns (pre
1898). NEAAS show rules prior to last years change which
included modern handguns, forbid any POST 1898 handguns. There will be
no modern handguns for sale at this show. Check serial numbers for date
of manufacture, and assume that there will be no room for a "Fudge
Factor." Dealers who do not heed this warning risk far greater
punishment than rejection to any further NEAAS events and also face
State Authorities, and arrest. Anyone arrested for violation
of these State Laws, can expect no cooperation from the NEAAS.
FFL Dealers who have purchased handguns on their trip to New England
(such as the Julia Auction) may leave handguns properly stored under
their tables for safe keeping while at the Show. Under no circumstances
will they be removed from cases for viewing, or any other purpose.
Storing them at the show is purely for security and intended as a
courtesy to our dealers.
In closing, the NEAAS did make an attempt to incorporate modern
handguns into the Show. However, to try and maintain that change to
allow modern handguns, the risk to our dealers and the Society
reputation is too great to maintain the course.
If you have any further questions regarding the Show change you can
